BELUGA LANDFILL - (BLF)

Hours: Tuesday and Saturday - 1:00 PM to 5:00 PM

Location

The Beluga Landfill is located southwest of the Beluga airstrip. The Borough retains ownership of hundreds of acres of which 40 are designated for landfilling. The current landfill is projected to last approximately 20 more years.

Construction

In 1989, D&L Construction Company and ARCO combined efforts to construct the first community landfill. Prior to the construction, the community used the Chugach Electric open dump.

Background

The landfill serves the community of Beluga, which includes year round residents, summer fishing businesses, and numerous industrial/business entities including, but not limited to, Chugach Electric power plant, BP, Unocal, etc.

 Operations

An attendant/equipment operator is on site at all times the site is open. The Operator is responsible for supplying all equipment, manpower and supplies necessary to maintain the landfill in a safe and orderly manner.

The attendant monitors all waste activities and compacts and covers waste at the end of each operating day. The site is operated by a company under contract with the Borough. Operational hours are Tuesday and Saturday, 1:00 PM to 5:00 PM. During the summer months, if necessary, the site is opened an extra one half day per week.

A burn box unit is used at the site to burn combustible solid waste such as cardboard, paper and small quantities of wood waste.  This waste minimization technique reduces municipal solid waste required for burial by 25 percent.

 An estimated 2,200 to 3,200 cubic yards of landfill capacity is consumed annually.

 Monitoring

The attendant monitors all waste delivered to the facility to assure proper disposal and operates equipment to cover the waste on each operating day. Water samples are periodically collected from a surface water drainage located southwest of the landfill.

 Fees*

In May 1993, the Borough began charging fees for solid waste disposal of commercial/business wastes when delivered in vehicles with carrying capacity of five (5) cubic yards or more. Fees are charged only for specific wastes items which include, but are not limited to, construction/demolition, landclearing, junk vehicles, tires, etc. The Beluga Landfill does not have weigh scales, so disposal is charged by the vehicle size.  Fees are charged based on vehicle carrying capacity regardless of size or content of the load.

TYONEK LANDFILL

 Location

The Tyonek Landfill is located near the village of Tyonek.  At the request of the landowner, Tyonek Native Corporation, the Borough is researching options to close the current site and develop a new landfill. 

 Background

The Borough has been working with all interested parties to evaluate land use ownership and development issues in conjunction with long term needs of the community to determine if a new solid waste site should be developed and what solid waste management practices are best suited for the community.

 Operations

The landfill serves the community of Tyonek and is currently operated by a company under contract to the Borough.

The Operator is responsible for supplying all equipment, manpower and supplies necessary to maintain the landfill in a safe and orderly manner. The operator is also responsible for snow removal, access road maintenance, and litter collection in and around the site.

A burn box unit is used at the site to burn combustible solid waste such as cardboard, paper and small quantities of wood waste.  This waste minimization technique reduces municipal solid waste required for burial by 25 percent.

Fees are not charged at any of the unattended landfills because of the lack of chargeable commercial waste streams.

 

 

PORT GRAHAM LANDFILL

Location

The Port Graham Townsite Trustees issued a Trustee Permit in 1986 to the Kenai Peninsula Borough for the indefinite use of four acres. The site was expanded in 2002 to extend the life of the landfill for five to ten additional years, depending on waste handling and burial methods.

Operations

The site is operated by the Port Graham Corporation under contract to the Borough. The Operator is responsible for supplying all equipment, manpower and supplies necessary to maintain the landfill in a safe and orderly manner. The operator is also responsible for snow removal, access road maintenance, and litter collection in and around the site.

Waste is compacted and covered on a regular basis and site perimeter fencing helps keep the waste confined in a small area, reducing wind blown litter.

Placement of two 4-cubic yard dumpsters at the landfill entrance in 1994 has helped consolidate general refuse at one point so the operator can dump the containers the same day the landfill is compacted and covered.

A burn box unit is used at the site to burn combustible solid waste such as cardboard, paper and small quantities of wood waste.  This waste minimization technique reduces municipal solid waste required for burial by 25 percent.

In 1995, the Borough and Chugachmuit funded the construction of a small shed to temporarily store materials such as used oil and vehicle batteries that cannot be disposed in the landfill. The Borough contracts with our hazardous waste contractor annually to transport the hazardous materials to Homer for management with the Homer Baling Facility hazardous waste collection events.

Inert waste is stockpiled separately from municipal solid waste to save landfill space and is transported out of the community via barge annually.

NANWALEK LANDFILL

Location

The English Bay/Nanwalek Townsite Trustees granted the Kenai Peninsula Borough a long-term right-of-way permit in 1986 for three acres. The existing site could be used for approximately five to ten additional years depending on usable area, burning efficiency, and cover material.

Operations

The site is currently operated by the Nanwalek IRA Council which supplies the equipment, manpower and supplies necessary to maintain the landfill in a safe and orderly manner. The operator is also responsible for snow removal, access road maintenance, and litter collection in and around the site.  Homer Landfill staff have a piece of equipment staged in the community and perform work unable to be conducted by Nanwalek IRA due to their limited equipment.

In 1995, the Borough and Chugachmuit funded the construction of a small shed to temporarily store materials such as used oil and vehicle batteries that cannot be disposed in the landfill. The Borough contracts with our hazardous waste contractor to periodically transport the hazardous material to the Homer for management with the Homer Baling Facility hazardous waste collection events.

The Borough received a Denali Commission grant tat allowed purchase of a burn box unit and set up in Nanwalek to burn MSW.  The burn box is used to burn combustible solid waste such as cardboard, paper and small quantities of wood waste.  This waste minimization technique reduces municipal solid waste required for burial by 25 percent.

ROCKY RIDGE LANDFILL

Location

The Rocky Ridge Landfill (RRL) is located on a 125-acre parcel the Borough purchased from the University of Alaska in 2003.  A 20-acre area was selected for landfill development, with an overall footprint of 7.5 cares with the remaining 12.5 acres undeveloped buffer.  Site development includes two cells Cell 1 and Cell 2.

Current development has a 3.5-acre footprint for Cell 1, which includes access road, driving pads, and an attendant area.  Cell 1 is planned to last for approximately 20 years.

RRL is an Alaska Department of Environmental Conservation permitted Class III landfill located 1 miles south of the City of Seldovia in Sec. 6, T9S, R14W, SM AK.

Background

An estimated 2,300 to 3,500 cubic yards of landfill capacity is consumed annually, with waste burial estimated at 200-1000 tons/year (<1-3 tons/day).   The local population served by the solid waste system is estimated at 430.

The Borough previously operated the Class III Seldovia Landfill from 1978-2004 on land leased from the Seldovia Native Association.  The landfill closed June 30, 2004 and received closure approval from ADEC in November 2004.

The Borough conducted an extensive site selection process and identified only one site that met selection criteria.  A professional consultant performed a feasibility study of the selected parcel and it was determined to meet the long-term solid waste needs of the community.   The site waste constructed in spring 2004 and opened July 1, 2004.

The RRL is located over bedrock with surface water features nearby (Seldovia Bay and Fish Creek).  Landfills over bedrock with nearby surface waters are not ideal landfill locations, however the subsurface nature of the landfill is typical in the Seldovia area.  Surface water controls at the site are the key to pollution prevention.

Access to the site is via Rocky Street that was substantially upgraded by the Borough in 1990.

Operations

The site has restricted access with an attendant on-site during operational hours.  Hours of operation are Monday and Wednesday from 1:00 P.M. to 6:00 P.M. and Saturday 10:00 A.M. to 5:00 P.M.  The attendant monitors waste disposal, recycling container use, performs site maintenance activities, conducts litter cleanup, manages burn box operations, and operates equipment to compact and cover waste. 

A burn box received from the Denali Commission helped the Borough purchase a burn box placed at the site in June 2005.  The burn box is used to burn combustible solid waste such as cardboard, paper, putrescible solid waste and small quantities of wood waste.   This waste minimization technique reduces municipal solid waste required for burial by 25 percent.

Landclearing debris and large pieces of wood waste are open burned on the ground.

An annual household hazardous waste event is held every September to allow households and conditionally small quantity generators an opportunity to dispose of hazardous waste.  The Boroughs hazardous waste management contractor manages the event and barges the waste to Homer to coordinate with the Homer Baling Facilitys (HBF) collection events.

Lead-acid batteries are accepted year round, stored in totes, and shipped out of the community annually with the hazardous waste for management under the Borough-operated battery collection program.

A recycle bin is located at the site and is used to collect aluminum and plastics (#1 and #2).  The bin is shipped by ferry to Homer when full for management with the HBF recyclables.

Surface water controls used at the site include buffer zones, structural controls (ditches and diversion features berms) and operational practices (daily cover and periodic placement of impermeable liner).

The Borough competitively bids the operations and maintenance services so a company under contract with the Borough operates the site.  The Operator is responsible for supplying all equipment, manpower and supplies necessary to maintain the landfill in a safe and orderly manner.

Refrigerators and freezers are set aside for on-site refrigerant recovery by certified HBF staff.

Monitoring

Five surface water sample points surrounding the landfill footprint are sampled twice yearly and tested for a wide variety of parameters.  Baseline samples were collected in April 2004 before the landfill was constructed, and these data are compared to semi-annual results to promptly identify any impacts the landfill may be having on surrounding surface water systems.
