conjunction with the Enhanced 911 Street Naming and Addressing Project within
the Kenai Peninsula Borough. Streets under consideration at this meeting are
described as follows:

Review and Comments:
No comments from agencies were received when the staff
report was prepared.
Chris and Lawrence Miller suggested Dilara (translation from
a language spoken in Turkey: ‘from the heart’) for their granddaughter, Deniz,
Lichen, and Squirrel. Dilara was
approved. Mrs. Miller provided
additional information about Dilara:
Dilara is an old Persian name used
during the Ottoman times. There exists today in Bakhchisarai, Ukraine in the
Crimea region, a fountain built to honor the wife (Dilara Bikes) of a Sultan
who was so well loved by the people and her husband that upon her very early
death he paid homage to her with the fountain.
Apparently it was so well thought out and original for its time that the
fountain design has been copied thereafter. There are even websites about it
and even poets have written about this sorrowful, yet lovely place. People come from all over to visit the
palace and see the famed structure in honor to a famously beautiful and loved
woman.
Staff Discussion:
Based on the number of adjoining parcels, number of owners, number of residential parcels, number of addresses issued, date of the recorded plat, and number of owners using Wendy Lane for their mailing address, staff is proposing to rename Wendy Court.
Public notice was published on
September 15, 2006 in the Peninsula Clarion.
Public notice was also published on September 21 as part of the
tentative agenda in the Peninsula Clarion, Homer News, and Seward Phoenix Log.
Notices were sent by regular mail
to the property owners as shown on the KPB tax roll in accordance with Section
14.10.055 Borough Code of Ordinances.
Notices were sent to interested parties and agencies as well as local
post offices and/or community libraries for posting on the public bulletin
board. Public notice was published on
the Planning Department web site and on the bulletin board in the Borough
Administration Building.
The following statements were
included in the public notice to adjoining owners. The first two statements were included in the ad published in the
newspaper. Staff believes this is
sufficient notification that a name other than the name recommended by staff
may be approved during the hearing.
PLEASE
NOTE: The Planning Commission may
approve a name suggested by landowners, interested parties, or the planning
staff. An entirely different name can
also be suggested and approved by the Commission during the public hearing.
NOTE: Upon adoption of a street name change resolution, no reapplication or petition concerning the name of the same street may be filed within one calendar year of the final adoption, except in the case where new evidence or circumstances exist that were not available, present or reasonably ascertainable when the original resolution was adopted (KPB 14.10.050).
Reapplications/petitions are submitted per KPB 14.10.050, which includes a $300 filing fee.
The name change will become
official upon the adoption of a resolution by the Planning Commission at the
next available meeting following the approval of the name change.
Staff’s policy is to recommend the
first approved suggestion unless a majority of owners submits an approved
suggestion. Staff defers to the
majority of adjoining property owners for the new street name SUBJECT TO the
requested name being in compliance with KPB 14.10.
STAFF RECOMMENDATION: Rename Wendy Court within Hecksagon
Subdivision (KN 79-43) and Ness 1985 Addition (KN 86-193) to DILARA COURT.
