PUBLIC COMMENTS REGARDING

CONDITIONAL LAND USE PERMIT FOR SAND, GRAVEL OR MATERIAL SITES

STEVE EBBERT

  1. What is the mechanism for making sure things are done to code?
  2. Worried about property values in area & the destruction of rural qualities of area.
  3. Does not believe the Borough has the resources to enforce compliance.

 

NEIL KINNEY

1.        Thinks the water seeping in at 16’ as stated in application is in error because of water levels on surrounding properties.

2.        Area residents have wells at much less depth.

3.        Feels you should be able to do what you want on your property until you affect your neighbors.

 

JULIE SWISHER

1.        Worried about gravel pits affects on surrounding land values.

 

RICHARD STINGLEY

1.        Owns adjacent property, has two wells one at 20’ and one at 23’.  He is concerned with what will happen to his wells with a gravel pit next door.

2.        Thinks gravel pit is incompatible with area land uses, i.e. residential.

3.        Is afraid a pit will hurt land values.  He feels that a gravel pit greatly reduces the number of potential buyers for a property as not many want to have one next door to their home.

4.        Would like to see the operator agree to reasonable hours of operation.

5.        At this time he has problems with water runoff from surrounding properties in the spring and fears that this pit with 6’ buffers would increase the runoff onto his property.

 

DOUGLAS MOE

1.        Is worried about quality of life on surrounding properties would be affected by this pit i.e. noise, traffic, dust, etc.

2.        This pit affects too many families adversely.

3.        Only a small portion of the residents that would be affected are in attendance tonight.

 

SANDRA IRELAND

1.        Applicant has other pits in area and has not been a good neighbor.

2.        As shallow as surrounding wells are the pit will become a lake.

 

HOMER IRELAND

1.        Accepted pits that were in place when he moved to area.  The pits that have gone in since have caused problems.  Pit owners that live outside the area do not care about their affect on the area.

2.        Concerned that not enough time is given between the application for a material site and the notification letters to surrounding landowners.  Thinks the Borough should give more notice to property owners in the area.

COMMISSIONERS COMMENTS

 

PAUL RODERICK

1.        Gravel not abundant in area especially in relation to demand and lack of gravel in neighboring communities.

2.        Lifestyles and water impact are two separate issues.

3.        Would like proof of water table on property as it is so much different that that on surrounding properties.

 

EARL BREYFOGLE

1.        Is concerned with gaps in the berm; where would they be and what would happen to water draining from them.

2.        Reclamation Plan vague i.e. 5-15 years.

3.        9.5 acres out of 20 acres on the property are wetlands

Area has abundant wildlife in the wetland area and if the water table changes it will change the wetlands and affect wildlife in the area.
