The meeting was called to order at 9:00 a.m.

Rogalsky said he was retired from Alaskan Command but would like remain on the committee.  There was no opposition.

 

APPROVAL OF MINUTES


Glick motioned and Askin seconded to approve the minutes of September 22, 2004.  The motion passed with none opposed.

Glick motioned and Beeman seconded to approve the agenda.  The motion passed with none opposed.

 

REPORTS AND INFORMATION

 

Chris Clough, GIS – Zoom Presentation

 

Clough presented an overview of Zoom, a Borough mapping application.  Clough stated that he could distribute copies to those interested.

 

KPB Emergency Manager’s Report

 

Gibbs stated there are new tsunami maps for the Kachemak Bay area.  He is working on securing funding for a new siren system.   It is expensive to maintain the current warning system and it is being recommended that sirens in the central peninsula be eliminated, with a focus on Kachemak and Resurrection Bays. 

 

A partnership with the National Weather Service is being investigated.  This would provide redundancy for siren activation and would also allow local agencies to use the NWS to provide warnings that may not be weather related.

 

The radio equipment that will be purchased with Homeland Security grants must go through the competitive procurement process.

 

A new wildland urban interface component has been added to the CERT program.  A partnership with Spruce Bark Beetle is being pursued with the goal of public education.

 

The All Hazard Mitigation Plan was submitted to FEMA. 

 

Chugach Electric is redoing their plan for the Cooper Lake dam.

 

The decon trailers have not been received yet.

 

Citizen Corps Coordinator’s Report

 

Lorentzen stated that she took the Citizen Corps Coordinator position in mid October.  She is working on updating the training materials and on writing PSA’s.  The goal is to have 50 CERT volunteers trained per quarter.  A newsletter will be prepared.

 

The Citizen Corps consists of Volunteers in Police Service (VIPS), Fire Corps, Medical Reserve Corps (MRC), CERT, and Neighborhood Watch.

 

Training

 

Manolakis stated they have been using modularized training at Tesoro.  The cost is approximately $75.00 per person.  Training will be discussed further at the next meeting.

 

OTHER BUSINESS

 

Funding

 

The funding for FY05 is $22,500 which is a small increase from last year.

 

Membership

 

Steve O’Connor will assume Jeff Tucker’s primary position.  Linda Tannehill submitted her resignation as alternate.

 

Other

 

Gibbs would like the LEPC’s assistance in designing exercises and training.  There are possible funding opportunities through the Division of Homeland Security.

 

Harris appointed Warren to head a HazMat Committee, and VinZant to head an ICS Committee.

 

Warren urged everyone to spread the word about CERT.

Hutchinson motioned and Hakkinen seconded to adjourn.  There being none opposed the meeting was adjourned at 9:45 a.m.
