SUBJECT: Authorizing Disbursement of $31,225 to the City of Homer for Drainage Work at the Old Homer Landfill

The City of Homer developed and operated a small landfill on leased land off East End Road until 1974 when the Borough took over operations. The Borough closed the landfill in 1979/1980 as required by permit and no post-closure work has been necessary.

Recently, drainage at the landfill base has become a problem. The City of Homer has proposed installing a water collection system and has requested the Borough participate by providing $31,225 towards construction costs. The City of Homer will conduct all work including the design, installation and maintenance of the system, and collection and treatment of any collected water. The City will also perform additional work at the site as referenced in a letter dated October 9, 2000.

After review of the City's request and system design plans, I believe it is in the best interest of the Borough to correct the drainage problems ensuring that a health hazard does not exist in the future.

Funds are available in the Landfill Closure/Post-Closure Liability account #290.00000.00000.25110. This account is specifically for landfill closure and post-closure activities.
