SUBJECT: Resolution 2000-033, Award of Engineering Services for

Seward Middle School Roof Design/Renovation Project

The Finance Department solicited and opened bids for this capital project on April 14, 2000. The invitation to bid was advertised in the Peninsula Clarion (March 22, 29, and April 3, 2000), Homer News (March 23 and 30, 2000), Seward Phoenix Log (March 23 and 30, 2000), and Anchorage Daily News (March 22, 29, and April 3, 2000).

Eleven engineering or architectural firms requested and received copies of the RFP. Two responsive proposals were received on April 14, 2000. The three evaluation committee members individually reviewed and scored the proposals. The results were tabulated on April 18, 2000 and the results are summarized as follows: Wm. J. Nelson & Associates, 258 points, Enterprise Engineering, Inc. 290 points.

Enterprise Engineering, Inc. was the high scorer and is recommended to provide professional design services for this project. The professional design services include schematic phase, design development phase, construction document phase, bidding phase, and construction administration services for renovating approximately 48,290 square feet of structural roof area elements of the existing school facility. The renovations will be limited to upgrading roofs over the middle school gym and six (6) classroom pods and ancillary areas.

Funds were appropriated through Ordinance 99-27, which appropriated funds for Capitol Improvements Projects. The attached Resolution requests award of Contract to Enterprise Engineering, Inc. for the proposed fixed fee amount of $99,986 and estimated reimbursements of $2,986 for a total of $102,244.
