SUBJECT: Resolution 2000-028, Award of Professional Design Services for

Kenai Elementary School Renovation Project

The Finance Department solicited and opened bids for this capital project on March 28, 2000. The invitation to bid was advertised in the Peninsula Clarion (March 13, 15, 20, 2000), Homer News (March 16, 2000), Seward Phoenix Log (March 16, 2000), and Anchorage Daily News (March 14, 16, 20, 2000).

Seven architectural firms and several supportive sub-consultants requested and received copies of the RFP. Three responsive proposals were received on March 28, 2000. The three evaluation committee members individually reviewed and scored the proposals. The results were tabulated on March 31, 2000 and the results are summarized as follows: Architects Alaska / Klauder & Company Associated Architects 249.2 points, Kluge & Associates 266.9 points, and ASCG 210.2 points.

Kluge & Associates, of Kenai, Alaska, was the high scorer and was selected to provide professional design services for this project. The professional design services include schematic phase, design development phase, construction document phase, bidding phase, and construction administration services for renovating specific areas of the existing Kenai Elementary School facility. The renovations will be limited to upgrading the kitchen, renovating four restrooms and two restroom/dressing rooms to meet ADA requirements, and provide ADA access at the west wing main entry. The ADA access renovation will include an elevator that will serve the entry level as well as the upper and lower levels of the west wing. The additional space encumbered by the elevator and associated ADA renovations will also require remodeling all impacted areas.

The funding for this project is through KPB ORD 99-35, which appropriated funds from the general fund balance towards this project. The attached Resolution requests award of Contract to Kluge & Associates for the proposed fixed fee amount of $75,025.00 and estimated reimbursements of $5,813.50 for a total of $80,838.50

Due to the design and construction schedule for this project, as well as the schedule of the current users of the facility, it is the request of this office that the KPB Assembly consider the attached Resolution at the April 4, 2000 meeting. By considering the attached Resolution at the April 4th meeting, it is anticipated that we can present a recommendation for award of construction services at the June 20, 2000 meeting as opposed to the following meeting, which is slated for 18th of July. This will allow ample time to obtain substantial completion of the majority of the construction elements prior to the start-up of school.
