SUBJECT: Resolution clarifying role of hospital service area board

The attached resolution is intended to clarify the role of the Central Kenai Peninsula Service Area Board. I have changed nothing that was previously adopted by KPB 16.08 and Resolution 98-091, but have tried to clarify the same. Here are some clarifications:

1) The SAB makes recommendations regarding expenditures for community health programs. CPGH Inc. shall be relied upon as a resource in gathering information regarding community needs and funding.

2) The SAB provides oversight on behalf of the assembly of the contract operator, but not the contractor's daily operations.

3) Further clarifying resolution 98-091, the SAB shall make written recommendations to the Assembly regarding community health care needs. They will also adopt standards, subject to assembly approval, for requests for funding from community health organizations.

4) The resolution further clarifies, consistent with the operating agreement, that the SAB will make recommendations to the Assembly regarding funds expended on the hospital's capital and operating expenses, taking into account CPGH Inc.'s needs. However, there is no requirement that service area money be spent exclusively on the hospital.

5) The SAB does not have oversight over CPGH Inc.'s annual operating budget.

6) The resolution requires the SAB to coordinate with the CPGH Inc. board in the planning stages for new programs and capital improvements over $100,000.

7) A requirement is included that the contract operator disclose whatever records are necessary to fulfill the SAB's duties delegated by the assembly. In the event of a dispute, the mayor will decide whether the request for access is reasonable.
