SUBJECT: Resolution for Award of Three 2000 Cut-Away Cab Truck Chassis

On January 26, 2000, the Kenai Peninsula Borough solicited bids for three new cut-away cab truck chassis with 14-ft. cargo box/van for the Maintenance Department. Our Request for Bids was advertised in the Peninsula Clarion and the Anchorage Daily News on January 28, 2000. In an attempt to remove any bias toward brand loyalty, a pre-bid meeting was held on January 13, 2000, with the local dealerships representing all major manufacturers. The feedback that was received were reviewed and, where applicable, incorporated into the specifications. Bid packets were then sent directly to nine new car dealerships, including the four local dealerships.

As of February 16, 2000, the bid due date, we had received four bid packages from two local dealerships and two from Anchorage. To ensure that minimum specifications were met, all bids were carefully reviewed by the Borough's lead mechanic. The Borough exercised its 5% local preference policy and the low, responsive bid came in at $36,798.21 per vehicle from Hutchings Chevrolet-Oldsmobile-Cadillac, Inc. I recommend that the bid be awarded to Hutchings and that a purchase order in the amount of $110,394.63 be issued. Funds are available in the Equipment Replacement Fund account 705-18440.
