MEMORANDUM

TO: William Popp, Assembly President

Members of the Kenai Peninsula Borough Assembly

FROM: Patrick O'Brien, Assembly Member

DATE: January 20, 2000

SUBJECT: A Resolution Recognizing The Cooper Landing Senior Citizen Corporation, Inc. As An Organization Eligible To Participate In The Borough's Senior Citizen Grant Program

Chapter 5.22 of the Borough Code establishes a grant program for senior citizens, subject to availability and appropriation of funds. To qualify for funding under this program, a senior citizen group must (1) be a nonprofit corporation, (2) receive tax exempt status from the IRS, (3) be located within the Kenai Peninsula Borough, and (4) be sponsored by a city or recognized by the Borough Assembly or the State Commission on Aging.

The Cooper Landing Senior Citizen Corporation, Inc. meets the first three requirements for eligibility. They are now seeking recognition by the Borough Assembly in order to qualify for funding under the Borough's grant program. Passage of the attached resolution would provide the required recognition and make them an eligible entity to receive grant funding. As a newly created senior citizen group, they would be eligible to receive start-up funding in the amount of $5,000 for fiscal year 2001. In subsequent years, they would receive funding based on the formula set out in Chapter 5.22.040.

To receive funding, senior organizations must submit a completed application to the borough finance department no later than March 15th. The Cooper Landing Senior Citizen Corporation, Inc. is requesting recognition at this time in order to submit their application before the due date. Conditions regulating the use of funds require that services be provided only to persons who are 60 years of age and older and that they target persons in greatest economic and social need.
