SUBJECT: A RESOLUTION RECLASSIFYING, MODIFYING, DELETING AND ESTABLISHING VARIOUS POSITIONS IN THE FINANCE DEPARTMENT


The cash management/delinquent accounts division of the finance department is being reorganized. Currently, an accounting supervisor is responsible for treasury and investment functions, as well as oversight of the revenue and delinquent accounts operations. The proposed position changes would redistribute the treasury and investment duties to a new junior level account position and free up the supervisor to provide more hands-on management and oversight of the property tax and delinquent accounts functions.

The actual changes proposed are:

1. Modify the title and duties of the accounting supervisor to be a property tax and collections supervisor with n o change in pay range or incumbent.

2. Delete the senior revenue specialist (Range N) position which is becoming vacant.

3. Establish a treasury/budget accountant (Range N) position to be posted as a vacancy.

4. Reclassify a senior delinquent accounts specialist (Range M) position to a delinquent accounts specialist (Range L) with the supervisor now providing direct oversight. The incumbent will receive a one range downgrade following a two year pay freeze.

5. Reclassify a delinquent accounts clerk (Range J) to delinquent accounts specialist - property tax, to more fully administer the property tax collections function. The incumbent would receive a two range promotion.

These changes can be accommodated within the current year=s budget for the division and no additional appropriation is necessary. The monetary impact of the one upgrade is approximately $3600.00 per year, including benefits.
