Subject: Resolution 2000-003, Transferring Surplus Capital Funds from Completed School Capital Projects to the Homer Flex School Project and Approval of Bid Award

On July 13, 1999, the assembly enacted Ordinance 99-38, appropriating $415,000 to acquire and upgrade property to be used as a new Homer Flex School. The initial project budget included $275,000 to be used for property acquisition and $140,000 for facility renovation. During the committee meetings in Seldovia, Mayor Navarre told the assembly that the requested funding for the facility renovation portion of the project would likely be insufficient to bring the facility into compliance with all applicable codes. Public Works is now estimating that $80,000 in additional funding will be needed to complete the project bringing the total project budget to $495,000. The School Board has been briefed on the project status and has requested that the borough make the funds available to complete the project. A memorandum from Patrick Hickey, Assistant Superintendent dated December 7, 1999 requesting that additional funds be made available is attached.

If approved, the resolution authorizes the Mayor to transfer $80,000 from three completed projects, $23,000 from the Nanwalek Propane Tank Upgrade, $30,000 from the Soldotna High School Roof Project, and $27,000 from the Kenai Central High Roof Project. The Maintenance Department has confirmed that the projects are complete and that funds are available for transfer. The resolution also authorizes the mayor to award a bid for a significant portion of the work. The attached memorandum from Rob Robson dated December 7, 1999 addresses the bid award.
