MEMORANDUM

TO: William Popp, Assembly President

Members of the Kenai Peninsula Borough Assembly

THRU: Dale Bagley, Borough Mayor

FROM: Bonnie L. Golden, Assistant to the Mayor

DATE: December 22, 1999

SUBJECT: Resolution 2000-002: Establishing Priorities for Legislative Issues and Capital Projects for the Year 2000

Resolution 2000-002 establishes the borough's legislative priorities for legislative issues, and the state operating and capital budgets. The operating and capital budget requests continue to emphasize the needs for adequate school funding and road improvements for both state and local roads. School maintenance needs have become critical. Included in the final document will be the list of school maintenance and improvement needs. This list is compiled jointly by the borough maintenance department and school district administration. It will go before the School Board on January 3 for approval and will be presented to the Assembly during their January 4th meeting.

The priority list incorporates capital projects submitted by service areas and unincorporated communities. These projects are determined through public meetings with the various service area boards and community leaders. The final document will contain the priority lists received from the cities within the borough. Also, the borough's grant application for funding through the state's capital matching grant program will be included in the final document. This request was approved by the assembly through adoption of Resolution 99-067. That resolution approved the list of road improvement projects to be completed under funding through the capital matching grant program.
