SUBJECT: Ordinance 2000-19-28, appropriating $450,000 from the general fund for the replacement and upgrade of the Americans with Disabilities Act Guidelines (ADAG) required fire alarm system for the Kenai Central High School per the 2001-02 budget year C.I.P. list

Extensive inspections and reviews by the City of Kenai Fire Marshal in and of the Kenai Central High School have evolved over the past year. The three notices dated 9/28/00, 11/8/00 and 2/13/01, (the latest attached) have surmised that the absence of any fire alarm system in the auditorium which carries a multitude of public presentation and system deficiencies throughout the main building general, will require upgrade prior to the commencement of the 2001-02 school year.

The presently installed aged system is partial at best and contains portions for which no replacement parts are obtainable at this date. Review by both the KPBSD and the maintenance department agree that the system will require replacement in its entirety. The KPBSD has approved projects that comprise the list proposed for the 2001-02 C.I.P. This project is one of the highest priorities due to the Fire Marshal's intent on having the system brought into compliance.

This is a significantly sized project being solely an electronic system project. An extensive amount of conduit, main panel and fixtures work will need to be installed throughout the entire 189,000 square feet and will require as much time as can be garnered for its late summer completion. Therefore, it is necessary to propose to move the appropriation for this project forward prior to the normal passage of the 2001-02 budget year. The design for the system is presently under way. Bidding for the proposed work, once agreed to regarding the proposed appropriation, would commence in early May with award in early June. Completion would then be targeted for mid-August.

The base bid work will assure that all aspects of the visual and audio driven required ADAG system will comply with the present codes as an entire system, for the first time in the building's life span. The appropriation will cover all labor, materials and equipment to construct and renovate the entire system. A copy of the latest correspondence from the City of Kenai Fire Marshal is attached.
