SUBJECT: Ordinance 2000-19-25 appropriating $2,000 to transport students from remote areas to observe a Kenai Peninsula Borough school board and assembly meeting

The accompanying ordinance would fund a grant to the school district for the transportation and lodging of four students and two chaperons from schools located in Nanwalek, Port Graham, Seldovia, and Tyonek to observe one school board meeting and a borough assembly meeting in Soldotna. It is anticipated that they will attend the April 16, 2001, school board meeting and the assembly meeting scheduled for April 17, 2001. Shortened hearing is requested to meet this deadline. We believe that this grant would be highly beneficial to the borough by improving communications with these remote communities and by providing an educational opportunity about the local government. As this would be extracurricular in nature, the funding would be outside of the foundation formula cap on local contributions. Spending these funds to transport students to Soldotna would be far less expensive than having the school board and assembly hold meetings in those communities. The four listed communities are the only communities in the borough school district with schools not accessible by road.
