SUBJECT: Ordinance 2000-20, Appropriating Funds to be Received from the State of Alaska Division of Emergency Services to Reimburse the Borough for Costs incurred in Responding to the Severe Winter Storms Occurring from December 21, 1999 to February 23, 2000.

Ordinance 2000-20 appropriates the money the Borough anticipates receiving from the State of Alaska Division of Emergency Services. Funding sources consist of 75% passed-through funds from FEMA (Federal Emergency Management Agency) and a 25% State match. The revenue received will reimburse the Borough for costs incurred in responding to the severe winter storms occurring between December 21, 1999 and February 23, 2000.

The ordinance includes funding for costs incurred by the Roads Service Area, Central Emergency Services, the Maintenance Department and Bear Creek Fire Service Area in providing emergency access for Borough citizens to emergency shelters and improved properties. In addition, funding is provided for cost incurred by the Borough's general government associated with requesting, obtaining and administering federal disaster assistance.

A shortened hearing on May 16, 2000 is requested. A shortened hearing will provide the Maintenance Department with faster reimbursement of budget dollars originally appropriated for start-up costs associated with the calendar year 2000 construction season. It was necessary for maintenance to expend these budget dollars on extraordinary costs associated with the snow emergency. Reimbursement of these monies through a shortened hearing will allow the Maintenance Department to proceed with the acquisition of necessary materials and services without causing delays in the start-up of this year's summer maintenance program.
