SUBJECT: Resolution 2005-101; A Resolution Authorizing Award of Contract for Professional Services for the Keystone Drive Improvements Project - Preliminary Design and Environmental Document

The Kenai Peninsula Borough solicited and received proposals for the above-referenced project on August 3, 2005. The Request for Proposals was advertised in the Peninsula Clarion, the Homer News, the Seward Phoenix Log, the Anchorage Daily News and on the Alaska Department of Transportation website. Five proposals were received and their respective scoring is as follows:

The ADOT procurement process was used in this solicitation since it is backed by Federal (FHWA) grant funds. An Evaluation Committee, including representatives from the Kenai Peninsula Borough and the Alaska Department of Transportation, evaluated the proposals and recommended negotiating for preliminary design and environmental services with Engineering Consultants of Alaska, dba Wince-Corthell-Bryson, with the option to negotiate subsequent phases upon satisfactory completion of the first phase.

The attached Resolution requests authorization to award a contract to Engineering Consultants of Alaska for preliminary design through environmental document work for the proposed costs plus fixed fee, not to exceed $521,503.00. Funds are available for this project in the Road Service Area Capital Projects fund. Expenditures for the project will be charged to account number 434.33950.KEYST.43011.
