SUBJECT: Resolution 2005-083, accepting the transfer of responsibility for the planning, design, and construction for Skyview trail related improvements

Ordinance 2005-19-25 is scheduled for public hearing on September 20 to appropriate a $40,000 Department of Transportation and Public Facilities (DOTPF) grant for some improvements to the Skyview trails which will also be of assistance to the Arctic Winter Games. These improvements include development of access for trail utility purposes and waxing sheds. A resolution of the governing body is required by AS 35.15.080 in order for the borough to accept the transfer of responsibility for the planning, design, and construction of the improvements funded by the grant. A draft transfer of responsibilities agreement is attached to the resolution accepting the transfer of responsibility. It is believed that the utility access for the trail lighting for which the grant was offered will require less than the full grant, and DOTPF is working with the borough to further define the scope of work for the grant monies.
