Homer Landfill Closure, Professional Design Services
The Purchasing and Contracting Office solicited and opened proposals for the above referenced project on August 25, 2005. The request for proposals was advertised in the Peninsula Clarion, Seward Phoenix Log, Homer News, and Anchorage Daily News.
The work consists of design and engineering services for closure and capping of approximately seven acres; surface water diversion and sedimentation improvements; road improvements; passive gas system; and other related improvements. Evaluation of capacity for further development on an additional adjacent ten acres is also included in the scope of work.
Four proposals were received and scored by an evaluation committee, and MACTEC Engineering and Consulting, Inc. (MACTEC) scored the highest. MACTEC is an experienced landfill design-consulting firm that has worked on numerous in-state landfill projects, most recently the Central Peninsula Landfill closure project. The maximum score possible was 270, and the results are as follows:

The attached resolution requests approval for award of a contract for this work to MACTEC for the not-to-exceed amount of $188,090.32. Funding is available in the solid waste closure budget. Expenditures for the project will be charged to account 290.25110, solid waste landfill closure and post-closure.
