SUBJECT: Resolution 2005-067, Kachemak Emergency Service Area agreement

This resolution authorizes the mayor, on behalf of the Kachemak Emergency Service Area, to enter into a three-year agreement with the City of Homer for provision of fire and emergency medical services. Since the inception of this service area, the City of Homer and the borough on behalf of KESA have entered several consecutive agreements. Representatives from the Kachemak Emergency Service Area board have met several times with representatives from the City of Homer to negotiate a new agreement. At the time of packet deadline, June 29, 2005, a final agreement had not yet been reached but the parties expect it to be concluded before the July 12, 2005, assembly meeting. If the agreement is finalized before July 12, 2005, then the proposed new agreement will be provided to the assembly and clerk's office when received, along with a summary of changes from the existing agreement.

If an agreement is not reached before the July 12, 2005, meeting, then the assembly will be asked to postpone this resolution until the August 2, 2005, meeting.

The Homer City Council is next scheduled to meet July 25, 2005, and the parties currently expect that the agreement will be presented for approval at that meeting.

As the existing agreement expires June 30, 2005, the parties have informally agreed that the City of Homer will continue to provide services within the fire service area with the expectation that the new agreement will be retroactively effective as of July 1, 2005.
