Subject: Resolution 2005-053, Support for Special Project Grant Funding

The Alaska Coastal Zone Management Program has issued a call to coastal districts for Fiscal Year 2006 funding applications for the purpose of completing updates to district coastal plans. As you may know, this year the legislature passed SB 102 at the request of Governor Murkowski, granting additional time for coastal districts to complete plan updates that are ongoing from Fiscal Year 2005. The resolution before you is a statement required by the state to ensure that the effort of the coastal district has support of the governing body.

There are no budgetary implications connected with the grant request this resolution supports. The grant requires a 50 percent match of cash or in-kind services. The FY 2006 budget provides a 50 percent match through in-kind services. Efforts of the borough's GIS department, technical and administrative services within the Planning Department, and printing and publication will cover the match.

Because of the Kenai Peninsula Borough's extensive coastline, extensive habitat watershed and the increasingly rapid population growth, its Coastal Management Program is a busy and highly successful component of the community. Our role is to provide education, outreach and technical assistance to the public as we observe development in unique environments on the peninsula. Unlike a typical regulatory authority, the borough's Coastal Zone Management Program works to help those seeking to conduct development activity in sensitive environments by providing constructive comments and information that enable activity in and around the borough's unique habitats. It is for the continuation of this positive and proactive effort that we seek your support.
