SUBJECT: Resolution 2005-049, Approving the construction of Kasilof River Road.

Kasilof River Road, a road on the road maintenance system was damaged during the 2002 flood disaster. The road is partially located along the high riverbank of the Kasilof River and a section of the riverbank eroded during the flood eroding a section of the roadway. The existing road does not have dedicated right-of-way and crosses State Department of Natural Resources land and a private parcel. The Road Service Area applied for a grant to relocate the road to mitigate further erosion of the road into the Kasilof River. The road service area has verbal acceptance of the $187,406.25 grant application from the Division of Homeland Security and Emergency Management. A written notice of award cannot be provided until FEMA completes its environmental review of the new proposed road location. This is expected to be in early June 2005.

This resolution approves the construction of the new road at its new location, away from the banks of the river. The new location is along two section line easements and crosses a section of University of Alaska lands. Then connects to an exiting dedicated road, River Road, within the Taylor and Kasilof West subdivisions. We are pursuing acquiring a Land Use Agreement with the University of Alaska to provide a dedicated right-of-way on the road located on the University of Alaska land.

The Road Service Area Board approved this relocation project at its May 10, 2005 meeting with a unanimous passage of Kenai Peninsula Borough Road Service Area Resolution 2005-03. Any funding necessary above the grant amount will be provided by the RSA capital budget.
