SUBJECT: Resolution 2005-031, Road Service Area Capital Improvement Project 05E02 Bruno Bridge rehabilitation

The Kenai Peninsula Borough Purchasing and Contracting Office solicited bids for the above-referenced project. Advertisements were placed in the Peninsula Clarion on March 16, 21, and 24, 2005; the Seward Phoenix Log on March 17 and 24, 2005; and the Homer News on March 17 and 24, 2005.

The bid due date is Thursday, April 14, 2005. As authorized by KPB 22.40.050(E), this resolution is submitted with blanks as the bids will not be received and opened prior to the packet closure date of April 7, 2005, and prompt assembly action is needed in order that the work may begin as soon as possible.

The Road Service Area needs early approval for this project to assist in avoiding problems from possible stream flooding. The project includes using a culverted roadway for a temporary stream crossing. The stream being crossed is Glacier Creek, located in the Seward area, which experiences high water conditions after heavy rains and glacial melt. To reduce the risk of flooding impacting the temporary crossing the RSA board wants to begin and finish this project as soon as possible.
