THRU: Dale Bagley, Mayor

FROM: Robert Garlock, Project Manager

DATE: March 3, 2005

SUBJECT: Resolution 2005-019, Authorizing Award of Contract for the Central Peninsula General Hospital Phase 2, Expansion and Renovation

The Purchasing and Contracting Office solicited and opened bids for the above-referenced project on March 2, 2005. The invitation to bid was advertised in the Peninsula Clarion, Homer News, Seward Phoenix Log, Anchorage Daily News, Seattle Daily Journal of Commerce and the Portland Daily Journal of Commerce. Seven bids were received. The firm of Alcan General, Inc., Anchorage, Alaska submitted the low responsive total bid of $31,156,690. (Base bid plus Additive Alternate # 1.)

The base bid work consists of furnishing all labor, materials and equipment for new hospital construction on three levels, approximating 80,000 square feet. The Additive Alternate # 1 work consists of renovating approximately 3,800 square feet of existing building area including ancillary spaces and associated site and utility work. Work planned for the North Administration Wing was bid as Additive Alternate # 1. The Additive Alternate work is required to accommodate CPGH staff relocations due to demolition and construction of the new addition.

The project is anticipated to be substantially complete within 600 calendar days after Notice to Proceed.

This recommendation is contingent upon the March 14, 2005 Central Kenai Peninsula Hospital Service Area Board minutes supporting the award. (The Board's recommendations are to be provided on March 15, 2005.)

Funding is available in the CPGH bond capital project's budget. Expenditures for the project will be charged to account number 401.81111.04CHB.49101.

The attached Resolution requests Award of Contract for this work to the low responsive bidder, for the stated bid amount.
