SUBJECT: Resolution 2005-013 accepting a $45,000 grant from the Alaska Division of Homeland Security and Emergency Management

For the past few years the Borough has received funding from the Alaska Division of Homeland Security and Emergency Management for disaster management and activities. This funding to the State is from the U.S. Department of Homeland Security, Office of Domestic Preparedness, under its Emergency Management Performance Grant (EMPG) program. The purpose of the program is to assist in the development, maintenance, and improvement of state and local emergency management capabilities in responding to disasters that may result from natural or man-caused events.

The Borough Office of Emergency Management (OEM) applied for funding under this program for fiscal year 2004/2005. A notice of award in the amount of $45,000 was recently received. (See attached copy.) Notices were postponed due to delays in final resolution of the federal budget process. However, costs incurred since October 1, 2004, are eligible for reimbursement. The grant will expire on September 30, 2005.

Matching funds are required on a 50/50 ratio; i.e., $45,000 of non-federal funds, for a total project amount of $90,000. Funding received under the EMPG program will be used to offset amounts previously appropriated to OEM as part of the assembly-approved fiscal year 2004/2005 budget. The grant will replace $45,000 of OEM's budget; another $45,000 of expenditures will satisfy the match requirement.

Grant funds and matching funds will be used to support activities essential to local emergency management, including personnel costs. These activities include public education, emergency planning, exercise development, staff training, incident management team development, and support of the Local Emergency Planning Committee.
