MEMORANDUM

TO: Gary Superman, Assembly President

Members of the Kenai Peninsula Borough Assembly

FROM: Dale Bagley, Borough Mayor

DATE: November 24, 2004

SUBJECT: Resolution 2004-119; Requesting the Alaska Board of Fisheries to include the Kenai River Brood interaction escapement model and risk analysis of the sockeye harvest at the January 2005 Cook Inlet Finfish board meeting.

This resolution requests the Board of Fish to schedule a demonstration of the Kenai River brood interaction model at the January 2005 Cook Inlet Finfish board meeting. The recent finding that Skilak Lake sockeye fry have experienced a 60 percent reduction in size and are now the smallest ever measured makes the review of this model timely. In addition to the reduction in fry size, Skilak Lake has experienced higher turbidity levels that have resulted in a 65 percent reduction in the Eurphotic Zone, and a 50 percent reduction in the copepod biomass, the primary food for sockeye salmon fry.
