SUBJECT: Resolution 2004-117; Determining that the Coastal Zone Manager Position Shall Remain Vacant Until the FY 2006 Budget is Approved.

During the November 16, 2004 assembly meeting there was significant discussion about budgetary issues facing the borough, including the need to consider cutting spending. It was noted that a major borough expense is personnel. During that meeting the assembly defeated ordinance 2004-19-15, which would have appropriated funds for a � time senior clerk typist position for the Coastal Management Program. The Coastal Management Program has one remaining designated position, the Coastal Zone Manager. The state formerly funded 90% of the cost of this position, but has now reduced that funding level to 50%, increasing costs to the borough. The borough administration has begun recruiting for this position but is concerned that the assembly may prefer that this position be left vacant at least until the FY 2006 budget is approved as the assembly may choose not to fund the position. If the assembly chooses to fund the position in the next budget then the administration would recruit applicants for the position.

This resolution is submitted to seek clarification from the assembly regarding whether the administration should continue its efforts to fill this position now or wait until the FY 2006 budget is approved. If it is defeated the administration will continue its efforts to recruit applicants for this position. Your consideration is appreciated.
