Subject: Resolution 2004-104 Reclassifying 15 Acres of Borough Land in Cooper Landing from Preservation to Institutional

The subject lands were identified and investigated by the Cooper Landing Senior Citizen Corporation, Inc. (CLSCCI) with the assistance of the Land Management Division for senior housing purposes. A suitable building site was discovered and a water source was verified. Preliminary investigations of the soils and topography indicate that a building area sufficient to meet the long term goals of the CLSCCI Senior Housing Campus Project exist at this location. The CLSCCI is willing to undertake the topographic survey, soils investigations, utility extensions and road development necessary to develop this site for senior housing.

Pursuant to KPB Code of Ordinances, Title 17.10.080 classification provides direction on how the Borough should manage its land. Borough land classified appropriately for disposal is deposited into the Land Bank and may be then offered for sale at a later date. The property, currently classified as Preservation, is suited appropriately to be reclassified as Institutional; as Institutional, the land may be available to be leased or sold for senior housing purposes. The attached draft resolution would, if adopted, reclassify 15 acres of land near Snug harbor Road in Cooper Landing within Section 34, T5N, R3W, S.M. from Preservation to Institutional.

The Kenai Peninsula Borough Planning Commission will hold a public hearing on October 11, 2004 on this resolution. The Planning Commissions recommendation will be reported for your consideration.
