SUBJECT: Resolution 2004-082, Authorizing Award of Contract for the Bean Creek Development, Birch Ridge Subdivision Road Access

The Purchasing and Contracting Office solicited and opened bids for the above-referenced project on August 4, 2004. The invitation to bid was advertised in the Peninsula Clarion on July 4 and 7, and in the Homer News and Seward Phoenix Log on July 8 and 15, 2004. Nine bids were received and are recorded on the attached bid tabulation. The low responsive bid of $510,897.10, for the Base Bid and Additive Alternative #1, was submitted by C.I.C. Inc.

The project consists of furnishing all labor, materials and equipment to construct 7400 linear feet of new subdivision road to meet Kenai Peninsula Borough Standards. The project will also include clearing, drainage improvements, signage, slope stabilization, topsoil and seeding. The work includes approximately 24,000 sq. yards of geotextile fabric, 14,200 cubic yards of unclassified excavation and 18,500 cubic yards of borrow. Additive Alternate #1 consists of placing 1,050 cu. yds. of fine gravel topping over the main road section. With Notice to Proceed expected by August 20, 2004, all work must be substantially complete by October 29, 2004 and finally complete by June 30, 2005.

Expenditures for the project will be charged to account number 250.21210.5BEAN.43011. The attached Resolution requests Award of Contract for this work to the low responsive bidder for the bid amount.

Passage of this resolution is contingent upon passage of Ordinance 2004-19-04, appropriating funds from the Land Trust Fund. Accordingly, the resolution should be considered after that ordinance.
