SUBJECT: Resolution 2004-081, Authorizing Award of Artwork Services for the Seward Middle School

The Kenai Peninsula Borough solicited and opened proposals for this project on June 1, 2004. The Request for Proposals was advertised in the Peninsula Clarion on March 2, and the Homer News and Seward Phoenix Log on March 4, 2004. Seven proposals were received.

The project consists of phase 1 of the artwork required to meet the Department of Education and Early Development ("DEED") requirement for percent for the arts as required by the reimbursement agreement. The requirement has been reduced by Appendix C adopted by the Bond Reimbursement and Grant Commission on April 12, 2004. DEED has been petitioned to reduce the requirement for this project. With DEED's approval phase 1 would meet the total requirement for the art. If not Phase 2 will be awarded at a later date. The selected artwork proposal consists of an image attached to the movable partition in the auditoria, Sculpt stone medallions on the exterior of the building, and historical paintings in the administrative area.

The attached Project Juried Selection Sheet lists the responding firms. Seven proposals were received and a juried art selection process was completed. The attached resolution requests award of contract for this work to Sandy Stolle as the selected artist for the total bid amount of $60,000.00.

All expenditures for this project will be charged to account number 401.75030.03SEW.
