SUBJECT: Resolution 2004-078, authorizing assembly member use of the Internet during assembly meetings

This resolution is intended to clarify that assembly members are authorized to access the Internet during assembly meetings and to provide guidelines for such usage. The development of technology has significantly improved the availability of information, and additional relevant information can improve decision-making processes. However, it is also important to limit use of the Internet during meetings by assembly members to avoid violations of the Open Meetings Act, to ensure compliance with rules regarding public comment during assembly meetings, and to minimize disruptions of the meetings. These concerns are addressed in this resolution.

Additionally, this resolution authorizes the administration to provide links to assembly members' personal web sites through the borough web page, provided that a disclaimer shall appear before a person is connected to the linked personal site. It also provides guidelines limiting the use of such linked web sites to disallow uses designed to financially benefit the assembly member.

Finally, pursuant to this resolution assembly members are authorized to have the borough web page address printed on their borough business cards.
