MEMORANDUM

TO: Pete Sprague, Assembly President

Members, Kenai Peninsula Borough Assembly

THRU: Dale Bagley, Borough Mayor

Mark Fowler, Purchasing and Contracting Manager

FROM: Catherine Mayer, Solid Waste Director

DATE: May 20, 2004

SUBJECT: Resolution 2004-053

Beluga Landfill Operations and Maintenance

The Purchasing and Contracting Office solicited and opened bids for the above referenced project on April 15, 2004. The invitation to bid was advertised in the Peninsula Clarion, Seward Phoenix Log, and Homer News. One bid was received.

The sole bid was submitted by D&L Construction and was rejected based on a total cost for basic services that exceeded the new operating budget, and is a significant increase over the current contract amount with D&L Construction.

Since D&L Construction submitted the only bid for this work, the Borough met with D&L and negotiated a revised and responsive bid of $61,200 for Beluga Landfill Site Operations and Maintenance for a one-year period with an option to renew for four additional one-year terms.

The work consists of furnishing all requested labor, equipment and materials for the operations and maintenance of the Beluga Landfill.

The attached resolution requests approval for award of contract for the work.

Expenditures for the project will be charged to account number 290.32570.43011.
