Rocky Ridge Landfill Construction

The Purchasing and Contracting Office solicited and opened bids for the above referenced project on April 1, 2004. The invitation to bid was advertised in the Peninsula Clarion, Seward Phoenix Log, and Homer News. Five bids were received.

The lowest cost qualified and responsive total bid of $279,800 was submitted by Hopkins Brothers Construction. The total bid included Deductive Alternate No. 1 consisting of electrical improvements in the amount of $48,000. Not awarding the Deductive Alternate results in a bid of $231,800.

The work consists of development of a landfill cell, access roads and driving pads, stormwater control system and other minor improvements for development of a new landfill in Seldovia. The need for designed electrical improvements will be reevaluated once the site is operational.

The attached resolution requests approval for award of contract for the work, less the Deductive Alternate No. 1. Funding is available in the solid waste capital projects and closure budgets (a portion of the excavated topsoil will be utilized at the old Seldovia Landfill during closure).

Expenditures for the project will be charged to account numbers 411.32140.04SEL, 411.32140.FY002 and 290.25110.
