SUBJECT: Resolution 2004-040, Authorizing Award of Contract for the Kachemak Emergency Services Fire Station and Community Hall project

The Purchasing and Contracting Office solicited and opened bids for the above-referenced (KESA) project on April 7, 2004. The invitation to bid was advertised in the Peninsula Clarion, the Homer News, the Seward Phoenix Log and the Anchorage Daily News. Three bids were received. The low responsive bid of $1,038,600 for Base Bid and $60,000 for Add. Alt. #2 was submitted by Criterion, Inc.

The project consists of providing all labor, materials and equipment to construct a single-story, pre-engineered building and associated site improvements to house a volunteer Fire Department and Community Hall. The building is approximately 6,900 square feet (including mezzanine) and includes five vehicle bays serviced by three sectional overhead doors, an office, storage and decontamination areas, mechanical rooms, and a community hall, which includes a kitchen. The project includes five alternate bid items, which were described in the bid documents and bid costs. Additive Alternate #2 is recommended strongly by the service area to be awarded and is an under-slab reservoir for ultimate sprinkler system and tanker truck filling.

This project is funded through a Denali Commission grant as well as KESA funds. That funding is available in the KESA capital projects budget. Expenditures for the project will be charged to account numbers 446.51810.04DEN.49101 and 446.51810.03BTK.49101.

The attached resolution requests award of contract for this work to the low responsive bidder, Criterion General, Inc. for the Base Bid and Additive Alternate #2 for $1,098,600.00.
