SUBJECT: Resolution 2004-031, adopting a Public Safety Communications Strategic Plan for the Kenai Peninsula Borough

Resolution 2003-078 awarded a contract with Gary E. Boyd and Associates Inc., and William L. Doolittle and Associates Inc., to conduct a comprehensive review of the public safety communications systems in the Kenai Peninsula Borough. The Borough Office of Emergency Management received the final draft of the report on February 19, 2004.

This resolution, if approved, will adopt the recommendations contained in Section 5 of the report and will authorize the mayor to negotiate the contracts necessary to implement those recommendations. Final contracts and the appropriation of funds will still require assembly approval.

Additionally, this resolution supports participation by the Borough in the Tri-Borough Interoperability Focus Project. The Tri-Borough Interoperability Focus Project is a cooperative effort between the Municipality of Anchorage, the Matanuska-Susitna Borough, the Kenai Peninsula Borough, and the Alaska Land Mobile Radio (ALMR) project to build a completely interoperable radio communications system within the three municipalities. The project would serve as a national model for other jurisdictions to follow as they construct land mobile radio systems.
