TRANSFER OF FUNDS FROM THE COMPLETED KENAI MIDDLE SCHOOL FIRE ALARM PROJECT TO SOLDOTNA MIDDLE SCHOOL FIRE ALARM PROJECT

The Soldotna Middle School ("SMS") Fire Alarm project evolved from the upgrade of the additional classrooms and sprinkler system project, funded through the Alaska Department of Education and Early Development (AK DEED), project # DR-01-124. The Soldotna Middle School fire alarm was installed in 1969 and does not comply with ADA or the International Fire Code. A stipulation for issuance of an International Building Code permit required the design and construction of a new building-wide fire alarm system prior to the completion of the present classroom and sprinkler system project. Design of that system, recently completed, was funded through the borough FY03 budget, account # 400.76030, as was the Kenai Middle School Fire Alarm design and construction, account #400.73030. The new school wide system is estimated to cost $260,000.

Construction of all architectural work at Soldotna Middle School (classrooms and ancillary areas) was completed in the summer of 2003, as was the commencement of the sprinkler system installation. The second portion of the sprinkler system installation will be completed this summer. Approximately $140,000 of unencumbered funds will then remain.

In parallel, the Kenai Middle School Fire Alarm Project is complete and under budget. Approximately $120,000 from the Kenai Middle School Fire Alarm project remains and is available to transfer to the SMS project, which would fully fund the new fire alarm project. This transfer of funds will allow all associated work items for this project to go forward and be completed this summer. Coordination with AK DEED is underway and this portion of the existing project will require approval by AK DEED prior to initiating any construction work.

The attached Resolution requests transfer of $120,000 from the Kenai Middle School Fire Alarm Project, 400.73030.03738, to account number 400.76030.04739.49101.
