SUBJECT: Recommendation for Mayor Negotiation for Tebughna Teacher Housing by Sole Source Contract to Tyonek Village
The existing trailer-type teacher housing in Tyonek, Alaska, is in need of replacement due to its age and constant need for repair. An appropriation of $350,000 (2003/04 Budget, account # 400-71140-04718) was designated to provide two new teacher housing units in Tyonek. Early review of options and sighting was initiated last fall. A few meetings have been held with the Native Village of Tyonek council on this subject. A search of property for the housing units was made by Planning and Assessing.
Since no appropriate KPB property exists in that area, nor is there any land available for purchase, the KPB has requested the Village to consider having two pre-manufactured units sited on the existing school property. The Native Village of Tyonek has returned a proposal offering that they provide the necessary housing. Their offer includes a 30 year lease ($1.00 per year) for two lots adjacent to the Tebughna School with each incorporating a prefabricated 1400 sq. ft., two or three bedroom housing unit area, with full utilities to each lot, in place for the proposed total funding. No final agreement has been reached at this time.
This information was presented to the KPBSD Board and the process was approved on January 5, 2004. Enclosed are the school board minutes and supporting memo. The KPBSD Board requested that the Mayor negotiate a sole source contract with the Native Village of Tyonek to provide two newly constructed housing units for the School District's use in the 2004-2005 school year. Therefore, a sole source contract is recommended to be negotiated in order to assure that the units are in place by the Fall 2004 season.
The Purchasing and Contracting Department has reviewed this issue and although unique, due to the size and scope of the project, Assembly approval of the process is herein requested. Upon completion of negotiations the administration plans to submit the final agreement to the assembly for approval.
