SUBJECT: Resolution 2004-011, Award of All Professional and Design Services for the Central Peninsula General Hospital Expansion, Remodel, and Renovation

The Purchasing and Contracting Office solicited and opened bids for this project on November 25, 2003. The Request for Proposals (RFP) was advertised in the Anchorage Daily News and Peninsula Clarion on October 23 and 30, and the Homer News and Seward Log on October 23, 2003. Six responsive proposals were received on November 25, 2003.

The Evaluation Committee reviewed and scored the proposals based on criteria contained in the RFP. The results were as summarized in the back-up memo for Resolution 2003-127, a copy of which is attached. This earlier Resolution authorized the award of some preliminary design services until formal project funding became available. This resolution supercedes resolution 2003-127, and approves the full award of all design services under one contract rather than having two contracts exist simultaneously. A short form contract for a small part of the work is in process under the authority of resolution 2003-127, but it will be replaced by one contract for the entire project if this resolution is approved.

The firm of Soderstrom Architecture & Planning, Inc. was selected to provide professional and design services for this project, at a cost of $3,307,455 plus reimbursables of $238,848, for all design, bidding and limited contract management services. Funding for this award is through KPB Ordinance 2003-19-33, which appropriates all bond funds for this project on this same date. The adoption of the subject Resolution is contingent upon the passage of funding Ordinance 2003-19-33.

The attached Resolution requests award of contract for professional and design services to Soderstrom Architecture & Planning, Inc. for the total proposed fee of $3,546,303.
