SUBJECT: Resolution 2004-003, authorizing the planning of a new multi-use building for E-911 Dispatch, Central Emergency Services Administration, and the Borough Office of Emergency Management on borough property located on Wilson Lane in Soldotna, Alaska

This resolution authorizes the planning for a multi-use facility to include E-911 Dispatch, Central Emergency Services (CES) Administration, and a Borough Emergency Operations Center on borough property located on Wilson Lane in Soldotna, Alaska. Ordinance 2002-19-35 authorized the purchase of the property for CES administration, and also required additional public process for the land to be used for other public purposes. This resolution is intended to meet that requirement.

Congress has included $2.5 million for a Borough Emergency Operations Center in the mini-omnibus bill currently awaiting Senate concurrence. Additional funding may be available through the Homeland Security grants from the State for E-911 dispatch equipment. Central Emergency Services (CES) has identified $1.0 million that could be used toward the project.

This resolution, if approved, will allow the administration to prepare more detailed cost estimates and identify additional funding sources. Timing is important as it is anticipated that one or more of the funding sources will have time limits that may require the building to be substantially complete within two years of award.
