SUBJECT: Resolution 2003-130, providing for the submission to the voters of a proposition authorizing areawide authority of the Kenai Peninsula Borough to directly fund school district cocurricular activities and stating an intent to consider funding including a direct appropriation of $1.4 million for cocurricular activities in the fiscal year 2005 school district budget

In August 2003, the Kenai Peninsula Borough School District formed a task force to evaluate alternative forms of funding cocurricular activities for the school district. After several meetings, the task force developed a recommendation that the district request $1.4 million from the Kenai Peninsula Borough for fiscal year 2005, to be placed in a special revenue fund for the purpose of funding cocurricular activities in the school district. The task force also recommended that the district request the borough place a proposition before the voters during the next regular election that would authorize the borough to fund the special revenue fund outside of the cap on an annual basis in an amount equal to 0.5 mills. I served on the task force and continue to support submitting this proposal to the assembly for its consideration. Accordingly, this resolution reflects the task force's recommendations and is for your consideration.
