SUBJECT: Resolution 2003-120; A Resolution Authorizing Award of Contract for Professional Services for the Kenai Spur Road Extension Project - National Environmental Protection Agency (Nepa) Scoping and Reconnaissance Survey

The Kenai Peninsula Borough solicited and received proposals for the above-referenced project on September 4, 2003. The request for proposals was advertised in the Peninsula Clarion, the Seward Phoenix Log and the Anchorage Daily News. Six proposals were received and their respective scoring is as follows:

The state procurement process was used in this solicitation which is required because the contract is for a federally funded TEA-21 high priority project. An Evaluation Committee, including representatives from the Kenai Peninsula Borough and the Alaska Department of Transportation, evaluated the proposals and recommended negotiating pre-design phase services with MACTEC Engineering and Consulting, Inc., with the option to negotiate subsequent phases upon satisfactory completion of the pre-design phase.

The attached Resolution requests authorization to award a contract to MACTEC Engineering and Consulting, Inc., for NEPA scoping, reconnaissance survey and related work, for the proposed costs plus fixed fee not to exceed $394,039.15. Funds are available for this project in the Road Service Area Capital Projects fund. Expenditures for the project will be charged to account number 434.33950.SPURX.43011.
