SUBJECT: Resolution 2003-115 Awarding the Contract for Radio Broadcasting to Kachemak Bay Broadcasting, Inc. (KBBI)

At the directive of the Kenai Peninsula Borough Assembly, the Purchasing & Contracting Office solicited proposals from local radio stations to provide radio broadcasting coverage of the Borough Assembly meetings. The request for proposals was advertised on August 24, 2003 in the Peninsula Clarion and on August 28, 2003 in the Homer News and Seward Phoenix Log. The proposal package was released on August 20, 2003 and six stations located throughout the peninsula were contacted.

Two proposals were received on the due date of September 25, 2003. A committee consisting of Borough administrative personnel and a member of the private sector evaluated the proposals, with KBBI's proposal receiving the higher score, as per the attached evaluation sheet.

The initial contract will cover the period from January 6, 2004 to June 30, 2004 with a cost of $550 per meeting. The agreement shall be automatically renewed as of July 1, 2004 for a period of one year, with up to five potential one-year renewals at the option of the borough, subject to the appropriation and availability of funds.

Funds for this expenditure have been appropriated in the Assembly Administration FY2004 budget, account #100.11110.43013.
