MEMORANDUM

TO: Pete Sprague, Assembly President

Members, Kenai Peninsula Borough Assembly

THRU: Dale Bagley, Mayor

FROM: Jeff Tucker, Chief, Central Emergency Service Area

DATE: October 2, 2003

SUBJECT: Resolution 2003-110, extension of tanker pumper loan agreement

Ninilchik Emergency Services ("NES") is a nonprofit corporation that provides fire and emergency medical services to the Ninilchik area, south of the Central Emergency Service Area ("CES") boundary. NES was formerly dependent upon its own tanker pumper fire truck to provide water to fight fires in the Ninilchik area, but that truck is currently out of service. CES has an old but serviceable tanker pumper truck that is kept for emergency backup purposes.

In March 2003, CES approved a six-month loan of that tanker pumper fire truck to NES to allow time for NES to repair or replace its truck. As a part of the loan agreement, CES is entitled to immediately recover the truck in the event its services are required by CES.

Ninilchik Emergency Services has been unable to repair or replace its inoperable tanker pumper fire truck and has requested an extension of the loan agreement to allow more time to repair or replace its own vehicle. At its meeting of September 18, 2003, the CES board unanimously authorized a six-month extension of this loan agreement, a copy of which is attached for your reference. This resolution would provide assembly authorization for the six-month extension.
