SUBJECT: Resolution for Award of Comprehensive Plan Contract

Funds were allocated in the KPB budget for fiscal year 2000-01 for the preparation of a draft comprehensive plan to update and revise the 1992 plan. On June 30, 2003, the Planning Department solicited proposals to establish a 2005 Kenai Peninsula Borough Comprehensive Plan. The Request for Proposals was advertised two times each in the Peninsula Clarion, the Homer News, the Seward Phoenix Log and the Anchorage Daily News, as well as on the American Planning Association website. Proposal documents were distributed to 42 firms, and six proposals were received by the due date of August 1, 2003.

A team of administrative personnel evaluated the proposals in accordance with the criteria set forth in the request for proposals, including firm experience, project manager experience, project staff and sub-consultants, project approach, available resources, firm location, and cost. Of the six proposals received, Cogan Owens Cogan/McDowell Group received the highest score of 370.7 out of a possible 400.

As specified in the Request for Proposals, the qualified firm with the highest-ranking proposal is recommended for selection. Therefore, the attached resolution is to authorize the mayor to award Cogan Owens Cogan / McDowell Group the contract to perform all duties for a total cost of $210,480. Funds are available in Account No. 100.21110.02COM.43011.
