SUBJECT: Resolution 2003-098; Resolution Supporting the Central Peninsula Landfill Expansion Project and Identifying the Project as the Number One Local State Funding Priority Project for Fiscal Year 2005

The attached resolution is being submitted to the Assembly for its support of the Central Peninsula Landfill Expansion project and identifies the project as the Borough's number one local state funding priority project for fiscal year 2005 for purposes of applying for grant funding.

The Solid Waste Department (SWD) has submitted a grant questionnaire to the Alaska Department of Environmental Conservation (ADEC) Municipal Matching Grants in the amount of $2,244,500. The SWD will also seek other grants if available.

The ADEC grant application period ends on September 12, 2003 and the project will receive 50 additional points if the application is accompanied by evidence that the local municipality has identified the project as a number one local priority (for purposes of grant application, the State's fiscal year is 2005). The questionnaire states the following: Is there a Council resolution attached identifying this project as your number one local state funding priority for this fiscal year?

If passed, the attached resolution will be forwarded for inclusion in the grant questionnaire.

The ADEC Matching Grant Program was substantially reduced last year, however, it is anticipated that upcoming scoring should be high for this project and if funding is available, we should be eligible for at least a portion of the requested amount.
