SUBJECT: Resolution 2003-095, Authorizing the Purchase of LIDAR data

Ordinance 2002-19-24 accepted and appropriated $80,000 in federal funds for coastline mapping and modeling using digital elevation models and GIS technologies.

The approval of an $80,000 grant from NOAA was awarded to the Kenai Peninsula Borough after review by the Office of the Governor, Division of Governmental Coordination (DGC), Coastal Policy Council (CPC), and NOAA. The funding will come from NOAA to the State of Alaska, Office of the Governor, and Division of Governmental Coordination (DGC) to the Kenai Peninsula Borough.

The funding will be used to determine regional bathymetric and shoreline change trends from Anchor Point to Kachemak Bay, using digital elevation models. The use of cutting-edge remote sensing technology offers promise in producing an accurate model and methodology to predict short and long-term shoreline evolution. The coastline from Anchor Point to Kachemak Bay has experienced significant erosion and therefore property and habitat loss.

On June 30, 2003 the Kenai Peninsula Borough solicited proposals to acquire LIght Detection and Ranging (LIDAR) data from qualified firms. In addition to advertising the request for proposals (RFP) in the Anchorage Daily News, ten firms were mailed RFPs. Two proposals were received. A team of six evaluated the proposals and TerraPoint received the highest score.

The attached resolution, if approved, would authorize the purchase of LIDAR data from TerraPoint for $78,500.00. Funds are available from Contractual Services - 100.21110.3CIAP.43011.
