The Purchasing and Contracting Office solicited and opened proposals for the above referenced project on July 29, 2003. The request for proposals was advertised in the Peninsula Clarion, Seward Phoenix Log and Homer News.
The work consists of design and engineering services for new landfill development in Seldovia. The scope of work includes planning and conceptual design for development of 20 acres, with detailed development for the first five acres. Detailed development includes an unlined landfill and related site improvements such as access and perimeter roads, power and service, stormwater controls, fencing, undeveloped buffer and conceptual closure plan.
The Borough currently operates a landfill in Seldovia under a land lease with the landowner, Seldovia Native Association, which expires June 30, 2004. Construction of the new landfill is planned for the spring-summer 2004, with a planned opening on or before July 1, 2004.
Two proposals were received and scored as listed on the attached tabulation. URS was scored highest.
The attached resolution requests approval for award of contract for this work to URS Corporation for the not-to-exceed amount of $87,519.18. Funding is available in the solid waste capital improvement budget. Expenditures for the project will be charged to account number 411.32140.04SEL.
