Quality of Proposal. Adequate and complete response to the RFP shall include information on personnel, qualifications, experience, and previous history.
Approach. Understanding of the tasks required, and the appropriateness of the overall project plan.
Qualifications and Experience. Rating of the Consultant will include the proposed Consultant in charge, other proposed staff regarding experience and qualifications; specific experience on projects of similar size and scope; and specific experience in project area. Performance on previous projects will be reviewed through check of client references on the key proposed staff, as to their attitude, economy, timeliness, dependability, responsiveness, and concern for client's interest.
Cost Proposal. Cost will be calculated using the following formula based on the total not-to-exceed amount (Maximum score = 60 points:
