MEMORANDUM

TO: Pete Sprague, Assembly President

Members, Kenai Peninsula Borough Assembly

FROM: Milli Martin, Assembly Member

DATE: July 24, 2003

SUBJECT: Resolution 2003-088, water quality monitoring by volunteers

This resolution supports state funding for volunteer-based water quality monitoring, which is important to many areas in District 9, as well as throughout the Kenai Peninsula Borough. For several years the ADEC has supported the training of volunteers and the equipment needed to conduct monitoring through grant funds. However, the ADEC recently announced its decision to eliminate funding for this program. This announcement came as quite a surprise.

The assembly should be advised that I am a water quality monitor, performing tasks twice each month at Twitter Creek, which flows near my home. Each year the volunteers are recertified to ensure their skills remain current and also to inform them of any changes.

Included is a position paper that details the extent of this vital volunteer program.

I respectfully request your support of this resolution.
