SUBJECT: Resolution 2003-087, providing for submission to the voters of a proposition authorizing areawide authority of the Kenai Peninsula Borough to fund services provided by the Alaska Challenger Center for Space Science Technology, Inc.

This resolution was prepared at the request of assembly member Betty Glick. It provides an opportunity for the assembly to ask the voters, during the next regular election, whether the borough should have areawide authority to provide operating funds to the Alaska Challenger Center for Space Science Technology. Ordinance 2003-32, which contains the same proposition for the ballot, was on the agenda for introduction on July 8, 2003, but the assembly did not reach that portion of the agenda before the mandatory midnight deadline. In order for the question to be placed before the voters, assembly approval is required by the August 5, 2003. A resolution is sufficient to place this proposition on the ballot.

An ordinance is necessary to amend the code as proposed in section 1 of ordinance 2003-32. If this resolution is passed, and if Ordinance 2003-32 is set for a hearing, then the ordinance will need to be amended to eliminate the section placing the proposition on the ballot as that is duplicated in this resolution.
